Protestors in Pennsylvania, carrying a tax collector, who has been tarred and feathered, through a hostile crowd, during the Whiskey Rebellion of 1794. The tax imposed under the Whiskey Act of 1791 was one of the principal grievances of western states against the eastern-based national government of President George Washington.
